Legacy Growth and Business plans keep 50,000 and 100,000. Enterprise has no plan limit beyond the fixed ones.
Memory
Open workbooks are loaded for fast editing, and each plan has an allowance for how much can be loaded at once. Free has the smallest allowance. If you go over it, the workbook shows a message with Retry (for example "memory budget exceeded"). Workbooks that are not in use are released automatically, so close old workbooks or wait and try again.
The workbook still works from disk while it is not loaded.
Troubleshooting
too many rows (max N) Your import or export is over the plan's rows per sheet.
tab limit reached Delete a sheet or start a new workbook.
